Full Council
The Whatcom Council of Governments was established in 1966 as a multi-jurisdictional body representing local governments in Whatcom County. The Full Council (FC) is a 20-member board comprised of elected representatives of local general purpose and special district governments throughout the county.
The members are the County Executive, Mayor of Bellingham, 2 County Council Members, 2 Bellingham City Council Members, 1 Port of Bellingham Commissioner, 1 Elected Official (Mayor or Council Member) from each of the 6 remaining small cities, 1 Lake Whatcom Water & Sewer District Commissioner, 1 Birch Bay Water & Sewer District Commissioner.
Non-Voting Council members are 1 Opportunity Council staff, 1 Sudden Valley Community Association staff, 1 Birch Bay Chamber of Commerce Board Member, 1 Western Washington University staff, and 1 Whatcom Transportation Authority staff. The Full Council's primary purpose is inter-governmental coordination in the development of policies and programs of mutual benefit to member jurisdictions.
