Intermodal Connections and Commuter Study

This Intermodal Connections and Commuter Study examines existing and future demand for work-based commuter transportation in the five-county region described by Whatcom, Island, San Juan, Skagit and a portion of Snohomish County in the State of Washington. The study considers availability, feasibility and desirability of all potential commuter, tourist, and discretionary personal travel modes. It evaluates existing transportation demand with an emphasis on commuting and, to the extent possible, provides estimates of expected future demand. Ways to mitigate commuter-related congestion such as transportation demand management and avoidance of practices and conditions known to exacerbate congestion are also integral parts of this study.

The study has been completed by examining three major transportation modes (transit, rail and ferry) most likely to be used in inter-county travel, their respective existing levels of service, anticipated future needs and some potential solutions for meeting those needs. A twenty-year time frame of transportation demand was considered.

Products of this project provide information concerning the travel habits and characteristics within the study area. Information contained in the project report also addresses existing and needed connections between modes, gaps in the system, future demands on the system, and how those demands might be met. The study was a substantial cooperative effort through representation of citizens, staff and elected representatives cities, counties and coordinating agencies within the five-county study area. Multiple sub-committees were formed and met frequently to help direct the study as well as to provide input and recommendations as the study progressed.

Funding for this project was obtained directly from the U.S. Department of Transportation. Financial program management was overseen by the U.S. Federal Transit Administration. Local grant administration was completed by the Whatcom Council of Governments. The Cascadia Center organized and completed the bulk of the work through consultants including Preston Schiller and Wilbur Smith and Associates.
