Passenger-Only Ferry Studies
The 2006 International Passenger-Only Ferry Study explored the viability of an international passenger ferry services connecting the city of Blaine, including the Semiahmoo peninsula, with the community of White Rock in British Columbia, Canada, and other regional points in lower BC and Northwest Washington.
Such a service would provide much-needed transportation connections among U.S. and Canadian border communities by providing a transportation alternative to commuters, tourists, students and other travelers. Feasibility analyses and financial considerations were focal points of this work.
The final report from the study includes a rationale, a regional literature review, and a description of the process and results of market research completed using a service pilot with two round trips per week between Bellingham and Friday Harbor, San Juan Island. Data from the pilot were expanded to assess the total market for passenger-only ferry services around the region.
This study was completed November, 2006.
In 2008, the Passenger-Only Ferry Study and Business Plan added to the information provided in the previous study by describing revenue projections, possible sources of funding, operation and capital costing. It also describes a recommended business model.
