IMTC Funding
Since 1999, IMTC participants have together funded projects totalling nearly $38 million (USD) for Cascade Gateway initiatives. Funding partners include U.S. Federal Highway Administration, Transport Canada, B.C. Province, Washington State, TransLink, Port of Bellingham, Western Washington University, Whatcom Council of Governments, U.S. Department of Transportation Office of the Secretary, the Bill & Melinda Gates Foundation, the Cascadia Project, and lastly, regional municipalities (Abbotsford, Langley, White Rock, and Surrey in B.C., and Sumas, Blaine, and Lynden in WA State).
WCOG 2009 Application to Transport Canada's BIFA Pilot Project Progam
The Whatcom Council of Governments submitted an application to Transport Canada's BIFA Pilot Project Program on December 17, 2009. The application is for the Cascade Gateway Border Data Warehouse Upgrade & BIFA Integration project.
This project will improve functionality and user access to the existing online Cascade Gateway data archive; increase the amount and types of data available to all users; document how a binational project can use the BIFA architecture to improve cross-border ITS planning; and develop a manual for BIFA integration usable by other regions looking to strategically assess and respond to data sharing and system integration opportunities.
Project partners include transportation agencies on both sides of the U.S. – Canada border, including U.S. Federal Highway Administration (FHWA), WA State Department of Transportation (WSDOT), B.C. Ministry of Transportation (BCMOT), TransLink, and the Whatcom Council of Governments (WCOG). Funding is requested from Transport Canada, and requests for match from U.S. Federal Highway Administration and WA State Department of Transportation have also been submitted.

Transportation Investments Generating Economic Recovery - TIGER
The Whatcom Council of Governments submitted an application to USDOT’s 2009 TIGER discretionary funding program. TIGER funds are being requested to advance improvements to cross-border transportation in the Cascade Gateway – the set of four border crossings that connect Western Washington State and British Columbia. High volumes of United States – Canada trade and travel use this nationally critical system. The investments proposed in the TIGER application will support U.S. exports, international tourism, regional manufacturing and agriculture, and generate near-term employment related to direct investment in needed infrastructure.

The Transportation Border Congestion Relief Initiative - TBCR
In 2008, WSDOT and WCOG collaborated on development and submission of application to USDOT’s TBCR program. WSDOT’s application for the Cascade Gateway was selected. The projects put forward for funding under the TIGER program are based on the previously approved (but unfunded) TBCR proposal.
